The NCCA is the overall policy making body, coordinating, and grants giving agency for the preservation, development and promotion of Philippine arts and culture; an executing agency for the policies it formulates; and task to administering the National Endowment Fund for Culture and the Arts (NEFCA) — fund exclusively for the implementation of culture and arts programs and projects.

National Training for Teachers of Special Program for the Arts (SPA)

Consists of syllabi and training modules specially designed to develop and improve the curricula of arts and culture education integrating simple to complex training topics. With carefully selected mentors, the program is designed to prepare the teachers to train students with special inclination to music, visual arts, theater arts, creative writing, media arts and dance.

Resulting from the research made by the government’s Filipino Values Formation Program, the National Commission for Culture and the Arts (NCCA) interpreted the identified and prevalent Filipino core values as a way to strengthen the Filipino society through widespread implementation through partnerships with educational institutions.
